Hi Euan,
I haven't done it for VGA, but I don't think you can create an SVGA
signal with just the DACs on-board, as it needs separate HSYNC and VSYNC
signals.
http://focus.ti.com/lit/an/spraan0/spraan0.pdf describes an add-on board
which can modulate an SVGA signal for you, using a THS8200.
I have used component (YPbPr) and S-Video by specifying in bootargs:
video=davincifb:output=pal:format=component
(or replace component with s-video).
