HI Please make sure that what ever interrupt and Event number you r using is not used by others( DSPLINK uses some of the interrupts ).
We also faced same problem On DM6446, we are using GPIO3 pin with Hardware Int5, Event 67. We also observed that interrupt signal is operating( in IER and IFR reg), but Interrupt Service Routine is not getting called. From docs we came to know that DSPLINK is using INT5. So when interrupt occurs on INT5 it will DSPLINK's ISR , not users. we changed Interrupt No. to INT10 its working fine. So you also needs check out whether your system using same inteerupt for its own purpose. Try by changing Interrupt Number.
