[Brandon] : I presume TMS, TDI and TRSTn all have pullup and pulldown resistors on them which would place them in the proper state that you observe. If there is not a TCLK observed, please make sure the PD pin (power detect) is connected on the emulation pod. This is used by the emulation pod to detect power and provide power to the interface buffers driving the TRSTn, TDI, TMS and TCLK signals.
