I assume you are using the USB driver on the GIT. If you are using a TI EVM platform then you should be able to see a HS MSC device get enumerated as a HS device. If it is a custom board then this might be due to noise on the USB lines.
Have you ever been successful in enumerating any device in High Speed ?
