I've had a problem open with IBM about this for a couple of months. Your comment
is interesting though, nobody ever asked what our os390 version was. We are at
2.10, but I'll have to check if some parameters need to be explicitly set.

I believe conversion to and from Unicode in db2/OS390 is not done using
sysibm.sysstrings. The conversion code is built into OS/390 and you need to
be on os390 v2.9 or above for unicode conversion support. Please verify with
IBM.
