I have no clear idea on what's wrong, sems to me like a hardware or OS 
problem more than a DB2 problem.
In my similar PC (celeron 333 but 192 MB) DB2 installs like a charm. 
Also in my notebook (Pentium 233, 96MB) installed V7.
To install DB2 you must login as somebody. In former versions (5, maybe 
6) the user id must be 8 characters long or less. As of today some 
utilities still require the short ID. The customary id is "db2admin".
Check the HTML search program, teke it out of the start up sequence.
Go Microsoft and get "PowerToys", install WinTop. This program might 
show you, thru the CPU % usage, which is the program that's hanging your 
PC. A hung PC is tipically due to a looping program, and due to W9X 
architecture, the OS can't relinquish control or kill the app.
This is whay came to my mind with the available info.
