Tim and I did a quick email exchange over this. The newer version has a
number of pre-reqs, IO::Tee, Test::More, Text::Reform. 

Because of the additional required modules we agreed to keep the based
release with DBI (previous version), and I would release an enhanced version
to CPAN, also (as soon as I figure out how) included in Bundle::DBI.

IMHO, number two.  The basic DBI::Shell, will remain with DBI, however addition
plug-ins and enhancements will be release to CPAN.  This same is true for
DBI::Format.

I'm rethinking the need for IO::Tee in the main application, considering
moving the spool command to a plug-in.

I debated using addition modules like Text::Reform and IO::Tee in
DBI::Shell::SQLMinus because these cause additional requirements to install
DBI ... Why reinvent the wheel?

It's a cvs version the between 11.8 and 11.10.

My goal for DBI::Shell is a complete replacement for SQL*Plus, which
works with any database DBI works with. Also, since I've been using psql
a lot lately, to provide standard and complete meta-data support.
