Sounds like a flaw in your program or your Oracle setup, since I've written
programs that load over 100,000 rows in about 5 minutes.  Sample code would be
helpful in figuring out where your problem lies.

On a side note, Oraperl is deprecated; you should be using the standard DBI
interface.
