yes i believe this type of application can be done using DBI and oracle..
will this application be running on the WEB? I've done previous applications
that maintains an oracle database through the web.   I dont know a good site
that shows a demo of this exact application but the DBI documentation pretty
much covered everything that you need to start a DB connection and do
transactions over it.
