Your can set up tnsname is tnsnames.ora file, see docs and then use that.
Edit the line to show the correct connect information. This is the same as
using DSN in ODBC environment.

Subject: DBI->connect(dbi:Oracle  SUCCESS

Hi all,
    I would like to heartly thank all of you for your assistance, esp
David Davisson and Michael Chase. I am finally able to DBI connect to
Oracle 8.0.5 running on Linux 2.1.14-5.0 (RedHat 6.2). In the end it
was something as simple as configuring the DBI->connect statement
correctly. According to "Programming the Perl DBI" by Alligator
Descartes & Tim Bunce (creator of Oracle DBI) there are 3 possible
syntaxes for the command:
    dbi:Oracle:tnsnames
    dbi:Oracle:sidname
    dbi:Oracle:host=hostname;sid=sid
In my environment the 1st 2 do not work. I never tried the third until
it was suggested to me by David (thanks again). Thereafter, it works
like a charm. Now I can DBI->connect to both MySql and Oracle. I would
like to know if any others out there are able to connect using either of
the other 2 syntaxes. If so what version of Oracle are you using? I
plan to upgrade to 8.1.6 or 8.1.7 soon, but I want to take time to smell
the roses right now.
    Thanks again.
