The Perl DBI book from O'Reilly is the best book available. The
DBD-Oracle-1.06.tar.gz archive includes a directory (Oracle.ex) of examples
of things you are likely to want to do. The full documentation for DBI and
DBD::Oracle is available by running 'perldoc DBI' and 'perldoc DBD::Oracle'
respectively.

need to split some ora_open() calls into separate $dbh->prepare() and
$sth->execute() calls.

All your $lda's and $csr's are really DBI $dbh's and $sth's already, so it's
mostly a matter of changing syntax. Look at the wrapper functions inside
Oraperl.pm to see the corresponding DBI calls, but borrow your translation
from Oracle.ex/ when you can since the Oraperl.pm calls to DBI sometimes use
older versions of the method call syntax.
