The UTL_FILE package is described in Oracle's fine manuals.  One major
problem is that the directories it is allowed to read and write in may be
restricted by the DBA.  You will also have to decide how you are going to
get the information read from the file back across the SQL*Net connection to
your program.

FTP access to the database server would probably be a better idea if you can
swing it.
