Could be an NLS_LANG or a LANGUAGE problem also.  You might try checking
to see if you have these environment variables set, or what it is set to
within the database.  Perhaps something in initsid.ora, for example.
Also make sure the messages files are installed in
ORACLE_HOME/rdbms/mesg/ directory (for the ORA product, anyway).  Should
be full of '.msb' and '.msg' files corresponding to the language support
installed by your client installation process.

Check the ORACLE_HOME/bin/oerr utility (for UN*X) to see how the
messages heirarchy is set up.  It might give you some additional clues.
