Just to make sure, did you clean everything up after your previous attemps?
Then do you already have DBI installed?
Then run
>perl Makefile.PL
>nmake
>nmake test
>nmake install
>nmake clean

Ok, I was able to install Visual studio and set up my path to the cl.exe
file. I ran the makefile again and it began compiling but I ended up
