Oracle stored procedures

I thought I read this in docs somewhere but can't find it:

Can Oracle SP's be prepared once and executed multiple times
using placeholder values?  And, is '?' acceptable as a 
placeholder?

The SP examples I have are all prepare once/execute once and
all use the :1 placeholder syntax.
