Ok,

I figured out the problem. Well, not me but a collegue. In any event, 
the solution was to cd to the Constants folder, run Perl Makefile.PL 
then make then make install. Then cd on level up and do the same thing 
again. The Bizarre copy of HASH message still displayed but the rest of 
the install worked and I am able to access my DB2 databases from Perl.
