Qt Free Edition 2.2 and later is licensed under both the QPL AND the GPL 
(and, at the top of the TOra page, it says it requires Qt 2.2).

I haven't built it yet against the Qt installed for KDE, but I strongly 
suspect that TOra works with the Free Edition of Qt (if there is even a 
difference between the full and the free edition, as far as the 
libraries go).
