I was finally successful in getting Oracle 9i to install cleanly with a tweaked version of RH7.1. At another web site someone said it was possible to install RH7.1 and then downgrade binutils to the RH7.0 version. I tried this method without success; I kept getting makefile errors because the shared library libclntsh.so was not being created. Determined to discover a relatively clean install procedure for 9i on a 64-bit version of Red Hat, I started again with a clean install of RH7.0. I then did a custom upgrade to RH7.1; as you guessed the one thing you must NOT upgrade is binutils. After that Oracle installed fine.

When I try to install Oracle 9i over RH 7.1, I get a large number of errors about missing files, I/O errors and makefile problems. Oracle 8.1.7 will also not install cleanly on RH 7.1 due to glibc incompatibilities. I will probably back-pedal to RH 7.0 and 8.1.7 as I have this running on another box already.
