Have you tried the advice given in the ActivePerl PPM documentation 
(chapter ppm, proxies and firewalls) ? If this does not work, you can 
download the .ppd file and the .tar.gz file directly to your machine, 
put the .tar.gz file in a x86 directory relative to the .ppd file (or 
whatever directory is specified in the .ppd file), set the repository 
of the PPM to the directory containing the .ppd file and start 
installation with the install command as usual.
