I am sorry for not framing my question correctly. Currently, to talk to a 9i db
from Perl program, we need 8i client installed on the machine. The question
should have been: is there a plan to upgrade the module so that it can work on a
machine running Oracle 9i client???

I do not think you need to change anything to talk to oracle9i unless you
want to make any use of oracle9i advanced feature.  An oracle8 client can
talk to oracle9i without (any:-)) problems unless you see something
broken... then we need Tim to work on it:-).
