I work for Sun Microsystems and can tell you that this is a known issue for two reasons:
1. As you stated the cc command is a stub in Solaris until you pay for and install the appropriate package. 2. Perl is packaged and delivered with Solaris 8. Obviously unless you have cc installed then you will have to re-compile Perl as you won't have the same compiler as Sun had when compiling it for Solaris, which I believe is a requirement of DBI.
