You must have the nmake utility that comes with Visual C++ in order to do
this on windows, as ActivePerl is compiled with it.

perl Makefile.PL
nmake
nmake test
nmake install

Also, I'd recommend just installing the ppm.

In command prompt say...

ppm install http://www.xmlproj.com/PPM/DBI.ppd
