DBD::Oracle and Oracle9i trouble

Hello dbi-users,

  I've encountered a trouble when trying using DBD::Oracle with
  Oracle9i. As i can see, this problem is already widely discussing in
  the internet, but there is no any solution :(
  The thing is a "ERROR OCIEnvInit" when trying to ::Connect
  Do you have any ideas about how to solve this problem?

  p.s.
   my configuration is:
       Windows 2000 advanced server with Oracle 9i
       connection is made from this very machine
       ActiveState Perl 5.6.1
       DBD::Oracle 1.12 from CPAN (ActiveState's package don't work
       absotutelty, failing to load Oracle.dll)
       DBI 1.23
