A short example of code that gives you that error would make it easier for
us to understand what you are trying to do and what is happening.

The ORA-12xxx series errors usually indicate that a database can't be found
for one of several reasons.  Those reasons usually involve a down database
or network.  An invalid or missing tnsnames.ora is also a frequent cause.
