DBI is database independent.  You compiled DBD::Oracle against Oracle 9.

That is exactly what I'd expect.  You compiled it Oracle 9, so ORACLE_HOME
should point to a Oracle 9 directory tree.

Yes.  You are trying to run a program compiled with the Oracle 9
libraries while pointing to Oracle 8 directories.  Would you expect a
program compiled for the Windows API to work correctly with CP/M?
