If you are using ActiveState's version of Perl, it may not be compiled
against the Oracle 9 client libraries.

If you built DBD::Oracle yourself, then you should ensure you built it
against the 9i libraries.  I do not have a 9i client machine anymore, so I
can't tell you for sure, but I think that might be likely.
