DBI is available from ActiveState as a pre compiled ppm package but it is an old version. The latest version is usually available at http://www.xmlproj.com/PPM/:
ppm --location=http://www.xmlproj.com/PPM/ then install DBI But I suspect the problem is that you are behind a firewall. Try setting your HTTP_proxy environment variable to something meaningful if applicable. -- Simon Oliver
