Thank you, all. The problem has been solved by running ppm and then 
installing DBI and DBDs

c:\> ppm
ppm> install DBI
ppm> install DBD-ODBC
ppm> install DBD-Oracle

This is for ActiveState perl users.

Read the fine ActiveState Perl manual that comes with your ActiveState
Perl to see how to use PPM.  See the applicable DBI FAQ
(http://xmlproj.com/fom-serve/cache/49.html) for how to find it.

There is also a DBI FAQ (http://xmlproj.com/fom-serve/cache/13.html) for
installing DBI and DBD::xxx under Win32.
