Yes, you need it at runtime. Worth using, IMO. It's faster, has all the features not available to PgPP (see Limitations in the POD), and it works for real life applications :) If you don't want to use DBD::Pg, then there's the option to use ODBC. I can't tell how good that'll work since I've never used it myself.
