It should be fine to install the libraries on one machine and simply copy
them across to another machine with the same architecture and perl
configuration. You may find it convenient to install libraries you are going
to do this with in a separate directory (e.g. pass
PREFIX=/usr/local/perl-dbi) so that it doesn't get mixed up with things you
want to keep separate (you will need to set
PERL5LIB=/usr/local/perl-dbi/lib/site_perl in this case).

TBH, we tend to just install Perl modules on one master machine, and simply
push the entirety of /usr/local/lib/perl5 across to production machines.
YMMV. But we don't allow C compilers etc. on production boxes either, I
imagine (hope) it's a common restriction.
