Yeah....it runs perfectly in SQl*plus.
Just add an ';' at the end, and *bam* its done.
Its something with the decode, I'm not sure whether its
having a problem with the inverted commas as its parsing.
Hmm....*bug or poor code* *sigh*

I've just got the code for OracleTool, which is fully coded
in perl, cgi + DBI. So will have a look and see how it was
done there, if he used DECODE *sigh*
