You delayed getting an answer by several hours by writing to Tim
instead of to the list ([EMAIL PROTECTED]) as directed by the fine
manual (`perldoc DBI` or http://search.cpan.org/author/TIMB/DBI/DBI.pm).

This was just discussed in this list last week.  It is also in the
fine manual (`perldoc DBD::Oracle` or
http://search.cpan.org/dist/DBD-Oracle/Oracle.pm).  Look for
ora_session_mode for a specific answer to this question, but it is a
good idea to read it all.  The only trick is that you should pass ""
as both userid and password in DBI->connect().

Note that some installations, maybe most, don't allow '/' logins from
remote sessions.
