No, I've got this, it's sat in 
c:\cygwin\lib, so it may be an incompatible library ( I'm no expert on what
should or shouldn't be in the library )
or a LIB path issue.  I can't build the bleeding edge version of freetds on
cygwin, so I can believe that there are issues
with the stable version as well.

I guess that the libiconv.a library is missing. I'd take this up on the
FreeTDS mailing list as the problem is specific to FreeTDS, not DBI or
DBD::Sybase.
