I would go to http://crazyinsomniac.perlmonk.org/perl/ppm/ where you can find pre-compiled modules for ActiveState perl. You will also need to install the Sybase client software. If you don't have this installed yet you can get it from Sybase via the 12.5 evaluation package for Windows NT - you should find it in the "downloads" section of the Sybase web site.
