Yes

I guess you meant DBI and DBD::ODBC.
You need the ODBC drivers, but I bet you already have them.
BEsides you may download them from Microsoft's site (part of the MS 
Data Access Components or whatevr they call it now).

DBD::Sybase should work to some extent.
(MS SQL used to be Sybase)
