No.  Binary modules like DBI an DBD::DB2 are use C headers and libraries
provided by the specific perl installation they are built with.

Maybe.  They are more likely to be dependent on the C compiler version.

Almost DBD::DB2 almost certainly is.  DBI certainly is not.

Note that there is no 'DBD' module.  DBD::xxx is the database specific
part of DBI for database xxx.  Also note that case is significant in Perl.
