Well, in order to compile DBD::Oracle, one needs to install either the
Oracle client or the instant client.  The README* files here
http://search.cpan.org/~timb/DBD-Oracle-1.16/ might help.

Do you have the program proc and/or oracle.mk somewhere under
$ORACLE_HOME?
