Infact, though I did have the db software installed I did NOT have any databases cataloged or aliased. Would that be the issue?

Do you mean the runtime application or the DBD? The runtime was installed. As far as I remember when I was installing it said the DBI needed to be installed first and when the make test failed and I tried to install the DBD just for kicks it needed the DBI first.
