Jsut trying to get DBI and DBD::ORacle up and running on a new version of Apache web server and I run into this error

when I try a simple conenct like this
$dbh = DBI->connect($dbd_name,$db_user."@".$db_name,$db_password, {
AutoCommit => 0,RaiseError=>1,PrintError=>1 } ) or die "ud-2
$DBI::errstr\n";
anyone ever run into this before.
