When I first got involved in dbmail, one of my goals was to create a
libdbmail so people can start creating language bindings.

libdbmail now exists, but is not yet suitable for downstream
consumption; it needs a well-defined api of entry points where currently
the entry-points are a bit of a jumble.

Apart from that, I've already done some groundwork for native python
support in the python/ directory, but that it unfinished.

So yes: a .net class will be useful.
