I think it came about because people like me learnt it for web page
development, then wanted to do linuxy programming stuff. The only
"Linux" language i know is php, thus the advent of php-cli means i can
script stuff in linux without having to learn more crud, sweet ;->

Though I am learning python now and i expect to start using mod_python
for apache rather than mod_php once i'm happy with it.
