There is a sql migration from 2.2 to 2.3 that needs to be done in addition to dbmail-util runs. This could take longer than you expect to do. I'm not sure what the response difference is between 2.2 and 2.3 that needs to be corrected. Perhaps I'll test it later to see what I get.
