I don't understand your question. What startup script?
To be able to listen on privileged ports the daemons need to be started
as root, and will drop their privileges to the effective_user and group
immediately after startup.
Or you can start them from (x)inetd with the -n switch. Check the
inetd.conf manual for specifying the effective user and group.
Or you can start them from inittab or runsv or similar systems. Use the
-D switch in that case.
