you can use  InterlanguageExtractor:
 
http://dbpedia.svn.sourceforge.net/viewvc/dbpedia/extraction/extractors/InterlanguageExtractor.php?revision=484&view=markup
Exracts all the languagelinks  from  Wikipedia article.

I know that I can get the Titles, and Links to Wikipedia Article dump files and 
process hem and I did this before but I want links to all exist languages not 
only (en, de, fr, es, it, pl, nl, pt, sv, ja, ru, zh, fi, no) like Arabic and 
the others.Did you get my point?
