If we introduce options to use a different URI for a resource, I think we should definitely extract owl:sameAs relations to the English equivalents (if they exist) at the same time.
These are the options I saw previously discussed: 1. Use IRIs instead of URIs. For example using the IRI http://dbpedia.org/resource/Gützkow --> also extract the triple <http://dbpedia.org/resource/Gützkow> <http://www.w3.org/2002/07/owl#sameAs> <http://dbpedia.org/resource/G%C3%BCtzkow> . 2. Use language specific URIs with an own domain. For example using the URI http://el.dbpedia.org/resource/%CE%93%CE%B7 --> also extract the triple <http://el.dbpedia.org/resource/%CE%93%CE%B7> <http://www.w3.org/2002/07/owl#sameAs> <http://dbpedia.org/resource/Earth> . 3. Use both previously mentioned options together For example using the IRI http://el.dbpedia.org/resource/Γη --> also extract the triples <http://el.dbpedia.org/resource/Γη> <http://www.w3.org/2002/07/owl#sameAs> <http://dbpedia.org/resource/Earth> . and <http://el.dbpedia.org/resource/Γη> <http://www.w3.org/2002/07/owl#sameAs> <http://el.dbpedia.org/resource/%CE%93%CE%B7> .
