Forgot one small nit in Section 9.1:

> This document updates RFC 3448 to incorporate TCP's higher initial
> sending rates from RFC 3390.  This document also updates RFC 3448 to
> allow RFC 4243's use of a coarse-grained timestamp on data packets
> instead of a more fine-grained timestamp.

  Rephrase not to use "updates", because this document actually
  obsoletes RFC 3448, and "updates" is a term that has a different
  meaning when applied to RFCs.
