[dccp] Next steps on UDP encapsulation

Hi,

After further discussing with people during the past couple of weeks,  
and in the interest of making progress on this topic, we are planning  
to proceed with adopting draft-phelan-dccp-natencap as a DCCP working  
group draft. The responses to the earlier Email query seemed quite  
supportive towards this direction. While being a DCCP draft, this  
document would be coordinated with the related work in TSVWG, trying  
to see that the UDP encapsulation schemes of different protocols do  
not end up being very different from each other.

Please shout within the next couple of weeks if you don't like this  
plan.
