Bill Graham held the master lease on the Fillmore West. He would have been willing to rent out the venue, under certain circumstances, but the renter would still have used Bill Graham's production crew. In that sense, it was a Bill Graham Presents "production," but not a BGP promotion. The organizers of the show would take the financial risk. BGP would have been paid a fee and provided production services.
