I've also built deal.II 7.1 with PETSc 3.2-p7 using intel compilers set 11.1. When I gave it a try with PETSc 3.3-p1 using the latest Intel compiler set (12.1.5) the configure script could not configure the BOOST part.
Was that a problem with the newer PETSc or the newer ICC? Take a look at the error message in config.log (look for the error message you see on the screen).
