I concur with Bruno. ADOL-C changed the location of their project and repository, so Spack's master branch must be directing you towards the old site. Clearly it doesn't have an updated package for deal.II either, because its trying to deduce the location of the deal.II tarball on GitHub. Using Spack's "develop" branch is the way to keep up to date with the latest developments or, should you want to be a little more conservative, you could check out their latest tag, which is v0.16.0 <https://github.com/spack/spack/tree/v0.16.0> .
